Defense Security Service Releases Updated Guidance Requiring Continuous Insider Threat Monitoring
Change 2 to DoD 5220.22-M, National Industrial Security Program Operating Manual (NISPOM) was released on May 18, 2016. The update includes several new cybersecurity tracking and reporting requirements; the most significant requires DoD contractors to implement an insider threat program. Cleared contractors have 180 days from issuance to implement their program and be in compliance.
On May 25, 2016, DSS released Industrial Security Letter (ISL) 2016-02, “Insider Threat” with guidance for insider threat program implementation. DSS has posted a variety of tools, resources, and training that cleared contractors can use to develop and implement their programs at http://www.dss.mil/it/index.html
