Change 2 to DoD 5220.22-M, National Industrial Security Program Operating Manual (NISPOM) was released on May 18, 2016. The update includes several new cybersecurity tracking and reporting requirements; the most significant requires DoD contractors to implement an insider threat program. Cleared contractors have 180 days from issuance to implement their program and be in compliance.
On May 25, 2016, DSS released Industrial Security Letter (ISL) 2016-02, “Insider Threat” with guidance for insider threat program implementation. DSS has posted a variety of tools, resources, and training that cleared contractors can use to develop and implement their programs at http://www.dss.mil/it/index.html
ClearForce is the first application built from the ground up to meet the new DSS insider threat program requirement for cleared DoD contractors. It is the first commercially available application to address insider threats from a human resources perspective. And it is the first application that provides a legally compliant workflow to take action on identified risks and provide the means for proactive prevention.
